Investment Incentive Programme Spurs Growth in Preah Sihanouk Province


Phnom Penh: The special investment promotion programme in Preah Sihanouk province has become a key driver of investment growth, following the approval of 296 investment projects with a total estimated capital of over US$7 billion as of May 2025. These projects have been granted special policy incentives by the Royal Government of Cambodia under the ‘Special Programme to Promote Investment in Preah Sihanouk Province.’



According to Agence Kampuchea Presse, the Preah Sihanouk Provincial Administration organised a workshop on June 11 titled ‘Implementation of Incentive under the Special Programme to Promote Investment in Preah Sihanouk Province.’ The event was held in the presence of H.E. Hean Sahib, Advisor to the Prime Minister and Chairman of the Investment Promotion Working Group, and H.E. Mang Sineth, Governor of Preah Sihanouk province. The workshop aimed to review the progress of investment projects that have received incentives, address the challenges faced by investors, and seek practical solutions to facilitate investment.



In addition, the session revisited the principles of tax incentives and promoted awareness of the property tax exemption procedures recently introduced by the Royal Government. H.E. Hean Sahib urged project owners and investors to raise any challenges they face in navigating incentive procedures, particularly in areas such as tax exemptions and land registration. ‘This situation has spurred Cambodia to accelerate economic diversification and boost foreign investment by significantly improving its business environment,’ he said.



The “Special Programme to Promote Investment in Preah Sihanouk Province 2024” was decided by the Royal Government to be implemented until the end of 2025 to promote the development of Preah Sihanouk province. From early 2024 to May 2025, under the programme framework, a number of 296 projects with an investment capital of approximately US$7 billion have been approved with special incentives. These projects could create 53,205 new jobs.



According to a report from the Preah Sihanouk provincial administration, the projects that received the most incentives were 131 unfinished building projects, equivalent to 44 percent of total, 130 new investment projects, equivalent to 44 percent, 24 expansion projects, equivalent to 8 percent, and 11 expanding investment projects, equivalent to 4 percent. Of these investment projects, 94 percent are focused on the real estate sector with 118 projects, 98 projects on tourism, and 61 projects on industry and other 19 projects are focused on the services, agriculture, education, and health sectors.



Meanwhile, in the industrial sector, there are four new industrial park projects and special economic zones, incentivised with investment roughly US$110 million and would generate 15,220 new jobs.
